25 of 50 states and the District of Columbia now have bans on distracted driving, using cell phones while driving and texting while driving. Because of new distracted driving laws, handheld cell phone use is banned in 6 states (California (CA), Connecticut (CT), New Jersey (NJ), New York (NY), Oregon (OR), Washington (WA) the District of Columbia (DC) and the Virgin Islands. All of the laws in these states allow for primary enforcement, meaning that a police officer may write a ticket for the handheld cell phone offence without needing any other traffic offence to occur at the same time.
